The Document Reduction Act requires all federal websites to seek permission from the Office of Management and Budget (OMB) before collecting information from 10 or more members of the public. Therefore, the Energy Efficiency and Renewable Energy Authority (EERE)investigationIUser Experience (UX) research project.OMB approval may be required to proceed.

What are the requirements of the Document Reduction Act?
If you run any business that collects data from 10 or more public respondents, you must obtain OMB approval. This usually refers toinvestigationLubUser experience research project, but it can be applied to any project that collects user data.
If you only collect data from federal officials, no consent is required. However, OMB does not consider government contractors to be federal employees, so any survey that collects data from more than 10 contractors requires OMB approval.

Get approval from the Office of Management and Budget
OMB approval can be obtained through two different processes: the Express Track system or the standard OMB approval.

Certain EERE research or UX projects are eligible for the OMB Fast Track approval process. This includes products that collect data about stakeholders' awareness, understanding, attitudes, preferences or experiences with existing or future services, products or communication materials. If so, your data collection activity may qualify for accelerated processingAllThe following factors:
- Collecting data to improve existing or future services, products or communication materials
- Data collection is voluntary
- Statistical rigor is not required
- Participants are not charged
- The results are not intended for public distribution.
You must also calculate the load on the product before transferring the material. Use the following formula:
Load = time to complete a survey or UX test * maximum number of survey respondents
For example, if you're sending a survey through a mailing list, you can subtract all federal employees from the total number of newsletter subscribers, then multiply that number by the number of minutes it takes to complete the survey. If you plan to conduct a bi-weekly survey on your site, you can use Google Analytics site statistics to estimate the average number of visitors over a two-week period.
The number of people can be estimated, but the total load must be the number of people multiplied by time. Don't take into account the fact that most visitors won't read your survey.
OMB may deny your application for Fast Track approval if your product is overloaded. In this case, you will have to go through the standard approval process.
Once you've calculated your task's workload, you can submit it for review. Follow the steps below:

- The DOE OMB Liaison will review the product and recommend changes.

- DOE OMB Liaison will submit your product for OMB pre-evaluation. OMB may provide initial comments and recommendations and may grant approval. At this point, OMB will determine if your product qualifies for accelerated processing. If OMB determines that your issue or estimated workload is not related to the accelerated process, follow the "Management Standards and Budget Approval Officepart as follows.
- Make the necessary changes. The Network Management Team Coordinator will then send your materials back to the DOE OMB Liaison, who will officially submit your final product to OMB. OMB then has 5 business days to respond. If an OMB reviewer has questions or needs more information, they will contact you right now.
- If OMB submits an inquiry within these 5 days, they have 5 more days to respond after sending them an answer.
- If you don't receive a response within 5 days, the survey is considered approved on the 6th day and you can start the survey or UX project.
The time taken to obtain approval varies greatly, but is usually between 1 and 3 months.
Standards of the Office of Management and Approval of the Budget
If your survey or UX design does not qualify for Fast Track, you must go through the standard approval process. It may take several months or more for OMB to approve an application submitted in this way.
Follow the procedure above. OMB will determine in Step 8 whether your investigation should go through an expedited process or a standard approval process. If you must follow the standard approval process, follow these steps:

- Declaration of support for the law on the reduction of documents.
- The Network Management Team Coordinator will coordinate with the DOE General Counsel's office for written approval.
- Complete the 60-day notice from the Federal RegisterYou will also need to receive a signed letter on letterhead from the Director of the Technical Office or other senior management certifying that the Federal Register information is legal.
- Submit the following to the Office of the Federal Register:
- Original signed notice from the Federal Register in Word format
- Note in triplicate
- Attorney consent form
- Letter of evidence on letterhead
- Floppy disk or CD with the federal registry notice saved in Word.
- Complete the 30-day notice from the Federal Register.Submit the same items you submitted in step 4 to receive the 30-day Federal Register Notice. The 30 Days Advance Notice will consider any comments received after the 60 Days Advance Notice has been posted.
- After the 60-day and 30-day notices are posted, the network management team coordinator will submit the following package to the DOE Office of Information Policy and Performance Management for submission to OMB for approval:

- 30-day notification from the Federal Register
- 60-day notification from the Federal Register
- Question mark
- Once this process is complete and the OMB is completed with your permission, you can publish your survey.
Standard approval timeline summary
- The Office of the Federal Register will issue a notice of the Federal Register 60 days after delivery to the Office of the Federal Register of the notice, the cover letter, the legal counsel consent form and the notice diskette saved in Word. You will receive a copy.
- During this 60-day period, the public has the opportunity to comment on the investigation.
- You prepare a 30-day notice with the Federal Register, which will be published after the 60-day notice expires. You will have 30 days' notice to process any comments received during the 60-day notice period.
- You will provide the Office of the Federal Register with a 30-day notice, a letter of confirmation, approval from general counsel, and a notification diskette stored in Word. You will receive a copy upon posting 30 days notice.
- Published Federal Register announcements, other forms, and survey questions are submitted by the Accessibility Coordinator to the Policy and Performance Management team for submission to the OMB approval system.
- OMB reviews and submits comments and approves (or requests changes).
- Once approved, you can conduct a survey and collect the results.
Because surveys collect data at a single point in time, it is difficult to measure changes in the population unless two or more surveys are done at different points in time.
